INTERNATIONAL CHOIR CARDINAL EMILE BIAYENDA

PRELIMINARY

    August 12, 1996, some of young congolese pupils and students had found themselves under the direction of the Father Maurice Milandou, to train hymns, in order to animate the eucharistic celebration, in memory of Late Cardinal Emile BIAYENDA, first cardinal of Congo and Central Africa (old then 50 years), assassinated on March 22, 1977 in Brazzaville.
Aim to defend and propagate the virtues for which the cardinal sacrificed his life, and developed by the sister Brigitte YENGO (during a meeting), they decided to gather in a stable and better organized structure: A CHOIR.
Thus they will hold a General Settlement assembly Sunday August 25, 1996 with the residence of Mrs Veronique SABOUKOULOU BINDI (Street 62 X 63 Gueule Tapée- DAKAR), who gave a great support to them.

Chapter I : DENOMINATION AND HEADOFFICE

Taking into account the circumstances having involved the foundation of the choir, in fact, the animation of the assemblies of prayer having to contribute to the beatification of the Cardinal Emile BIAYENDA

ARTICLE 1

The name of the choir is "INTERNATIONAL CHOIR CARDINAL EMILE BIAYENDA", in summary: ICHOCEB.

ARTICLE 2

The seat of the choir is in the residence of Mrs Veronique SABOUKOULOU BINDI, oldest person of the Congolese Colony in Dakar, located Rue 62 X 63 Gueule Tapée. Tel: (221) 822 94 35.

Chapitre II : OBJECTIVES

ARTICLE 3

With the aim of remain faithful to the ideals of the man of God of which it bears the name, the choir laid down the following objectives :
1°) To proclaim the name of the Lord and to praise it in any time by the song, by animating assemblies of prayer.

2°) To work for the reign of peace, justice, the equality, the love of next and the unit.

3°) To bring comfort and consolation to those which suffer in their body and in their soul (so that those which are in misfortune)

4°) To work for the defense and the propagation of the virtues which the Cardinal Emile BIAYENDA defended, this for its beatification.

5°) To live in a spirit of fraternity, solidarity, communion, love of next, justice and peace.

Chapter III : MEMBERSHIP AND CONTRIBUTION

ARTICLE 4

ICHOCEB is opened to all the people of all nationalities, of all races, without reference to religious confessions, which share the ideals of peace, justice, equality and love.

ARTICLE 5

Membership with the ICHOCEB is individual. It is made on the level authorities of the Choir (General assembly or Executive committee).

ARTICLE 6

The member card is annual. It is strictly personal and comprises the mentions on the identity of its owner, like his photograph

ARTICLE 7

The membership of the choir gives right to attend its general assemblies and to take actively with the life of the choir within the limits fixed by this Rules of procedure.

ARTICLE 8

Membership of the choir is lost:
- by written resignation at the Office
- discontinuance of the choir activities
- loss of the membership
- exclusion or forfeiture pronounced by the General assembly on proposal of the Executive committee.

ARTICLE 9

Is active member, any person who adheres to the Choir formally. He/she takes part in the life of the Choir. He/she is entitled to vote and to be elected. He pays a contribution

ARTICLE 10

Are members of honor, the personalities which, from their functions, cannot take part in the activities of the choir, like any person or entity chosen by the Executive committee after approval of the General assembly.They are neither voters nor eligible. They can be consulted in the interest of the choir.

ARTICLE 11

Are members sympathizers, all the people who express the desire to support the activities of the choir. They can pour a contribution or bring subsidies to the choir. They are neither voters nor eligible.

ARTICLE 12

Any new member is subjected to one to three (3) months period of observation, before acquiring the membership to whole share. He can take part in the activities under reserve of the opinion of the Masters of songs.

ARTICLE 13

Any member will have to take note of this Rules of procedure and to conform to it strictly.

ARTICLE 14

Any member of the Choir is held to discharge a monthly contribution fixed by the General assembly.He has the possibility to pour an annual contribution at the beginning of exercice(Cf. Appendices).

ARTICLE 15

In the event of happy or unhappy event concerning a chorus-singer, any member of the choir will have to pour a contribution whose amount is fixed by the Executive committee. The intervention of the choir will be limited to the parents of the 1st degree (Father, mother, brother, sister, child, joint).

Chapitre IV : ORGANISATION

ARTICLE 16

The choir has well organized structures. The authorities of the choir are:
- The General assembly(G.A.)
- The Executive committee (E.C.)
- the Godmother
- the Committee of Support
- Social Committee

ARTICLE 17

The General assembly is the supreme body of the choir. It is made up of the active members as defined in art 9. The other categories of members can take share with general assembly in the capacity as observers. It is sovereign on all the questions interesting the life of the choir, within the framework of the respect of the general line defined in this Rules of procedure. It meets three (3) times the year in ordinary session on convocation of the Executive committee. It can meet in extraordinary session at the request of the 2/3 of the members.

ARTICLE 18

The General assembly meets if the simple majority of the active members present or is represented. If the majority is not obtained with the second convocation, it can validly deliberate whatever the number of the members present or represented.

ARTICLE 19

The choir is managed by an Executive committee (E.C.) elected by the General assembly with the secret vote by the 2/3 of the members voters, for one year renewable. It is made up:

- Coordinator

- Coordinator Assistant

- Treasurer

- Assistant Treasurer

- a Titular Master of Song

- a Master of Assistant Song

- Charged with Files

ARTICLE 20

The Godmother works in collaboration with the Executive committee, and plays the role of adviser.

ARTICLE 21

The Social Committee examines and brings the solutions to the cases which are subjected. It is made up members chosen by the General meeting on proposal.

ARTICLE 22

The Committee of support brings the material and financial assistance necessary to the good walk of the activities of the choir. It is composed people enjoying a good morality, co-opted on proposal.

CHAPTER V : ATTRIBUTIONS OF THE E.C.

ARTICLE 23

it the) Coordinator is the person in charge morals for the choir. He/she watchs the respect of this Rules of procedure and the execution of the annual calendar of activities. He/she is in charge with administrative management, and the foreign relations. He/she chairs the General assembly and the meetings of Executive Committee. It orders the expenditure with the agreement of the other members of the Executive Committee.

ARTICLE 24

The Coordinator-Assistant works in close cooperation with the Coordinator. He/she fulfills the functions of secretary. He writes the official reports and reports of meetings. He replaces the Coordinator in the event of prevention .

ARTICLE 25

The Treasurer and his Assistant are charged to collect the contributions of the members, and to hold the accountancy of the Choir. He/she takes care of the good use of the funds of the choir and proposes ways and means likely to make them bear fruit.

ARTICLE 26

The Master of song and his assistants are in charge of the musical structure of the choir. They ensure the direction and the training of the songs. They develop the repertories.

ARTICLE 27

The charged one with files and its assistant prepare the partitions according to the programs of the trainings and the masses or worships. He/she takes care on the good behaviour of the scores and the material of the choir.

ARTICLE 28

The Secretary of the organization is charged in relation to the Coordinator, of the material organization of all the activities envisaged in the program.

Chapitre VI : ACTIVITES

ARTICLE 29

The repetitions of the choir will be held in her seat or a place chosen by the General assembly, every Sunday at 16 hours precise, or exceptionally another day of the week, if need be.

ARTICLE 30

The Choir animates the mass or the worship of Sunday, once per month, in a parish or a temple of her choice, after having obtained of it the authorization of the authorities of the aforementioned parish or of the aforesaid temple.

ARTICLE 31

The choir is been willing to animate masses or worships, assemblies of prayer, taken care, or any other demonstration, if a request is expressly formulated to him in writing, a month in advance. The General assembly will rule on the exceptional cases according to the availability of the choir.

ARTICLE 32

The choir can occur in concert.

ARTICLE 33

The prayer being one moment privileged within the choir, the chorus-singers will find one Tuesday per month at one of the members, to request.

ARTICLE 34

The choir can organize activities in social matter within the framework of her uvres of benevolence.

ARTICLE 35

The choir can organize activities of call of funds to ensure her operation or to finance her social works.

ARTICLE 36

Any activity must lie within the scope of the objectives of the choir and be the subject of a study in depth and a discussion in general assembly.

Chapitre VII : RESSOURCES

ARTICLE 37

The resources of the ICHOCEB are made up: contributions of the members, remunerations of the services, products of the various demonstrations and gifts or coming legacy persons or entities.

ARTICLE 38

The services of the ICHOCEB are subjected to the following scale:

    Animation of Masses:

Marriage: 15.000 To 25.000 Frs CFA,

Requiem: 5.000 to 10.000 frs CFA,

Animation of taken care: 25.000 frs CFA

Anniversary/other: 10.000 To 20.000 Frs CFA

     Free concert: 10.000 to 15.000 Frs CFA,

Paying religious Concert: 20.000 Frs CFA,

Paying profane Concert: 50.000 Frs CFA

ARTICLE 39

For any expenditure higher than 20.000Frs CFA, the agreement of all the members of the executive committee is necessary. Beyond 50.000frs CFA, that of G.A is necessary. If the resources of the choir reach the sum of 250.000 frs CFA, the treasurer will deposit the funds in an open bank account in the name of the choir. The executive committee meets at least once every two months. It can meet especially in the event of need.

Chapitre VIII : SANCTIONS

ARTICLE 40

Any delay with the trainings is liable to a fine fixed by the General assembly,payable immediately with the Treasurer.

ARTICLE 41

Any member of the choir who illustrates herself by a bad behavior, can incur sanctions, energy of the call to order with final exclusion. As follows:

- the non-observance of the authorities and indiscipline are the subject of one call to order or a warning.

- a member missing during two trainings will not sing the mass or the worship of Sunday.

ARTICLE 42

Any financial embezzlement will be the subject of a refunding, under legal reserve of proceeding. Their author will not be eligible any more.

Chapitre VIII : PARTICULAR PROVISIONS

ARTICLE 43

Any situation not envisaged by this Rules of procedure will be the subject of an examination on the level of the Executive committee.

ARTICLE 44

In the event of dissolution of the choir, the inheritance will be bequeathed to a charitable organization working towards the same aims as the ICHOCEB.

ARTICLE 45

This Rules of procedure take effect starting from its adoption and can be the subject of revisions on proposal of the Executive committee or at the request of the 2/3 of the members.

ANNEXES

* The annual contribution is fixed at 2 000 Frs CFA by member.

* The monthly contribution is fixed at 200 Frs CFA by member .

* Any delay with the repetitions is liable to a fine of 200 Frs CFA.
