The idea of paying for other people's tribal warfare is patently insane. Yes, the world wants to stop these things. There are laws. But if we start to confuse our good intentions (or self-interest) with obligations of stewardship, a serious rethink of who is running Africa is in order. If we are to take responsibility for the bad, then we should have rights to the rest. It starts to look like colonialism. Secondly, it must be insulting to Africans and Western powers alike if anyone other than the butchers involved bear full responsibility for what happened on the ground.
