Local SMTP does the end-to-end job, refined

Mail is sent from Reliable to Mercury, and Mercury/E does the end-to-end job
     Sending mail goes at local SMTP's pace
     Process time by Reliable and Sending time by Mercury overlap
     Retries and Bounces are handled by local SMTP
     Except for most difficult cases, which are aliased to a Forwarder or a POP
